I'm an avid 'cheater' for games (Action Replay and the like), and my 3ds is on 9.5.0-23 Firmware, and I'm looking around on the web and seeing a variety of different statements about your firmware. If my end goal is to use play coin setter to amp up playcoins (that's it. No homebrews, no ROM piracy, etc.), am I just out of luck because I've updated too far?

9.5 firmware on the console? (sysnand)
there is no hacks for that firmware.

only thing you can do is play 3DS roms with sky3ds, or DS stuff with a DS flashcart
no homebrew no apps, browser exploit was fixed at 9.4

before you ask. no, there is no way to downgrade it. (if you dont have a nand backup YOU MADE BEFORE)

Play coin setter / something similar are blocked, then? And I suppose one couldn't use someone else's backup to downgrade the firmware?
retro: Yeah, I know. But I'm lazy. I'd rather use that play coin setter app I keep seeing and BAM! Play coins.

In 9.3 they fixed an exploit to run homebrew, on 9.5.0-23 (Note the -23) they fixed the only publicly known entrypoint for custom code (which could be used to inject pokemon, cheat mario kart and pokemon shuffle, and edit Animal Crossing) available.
You're out of luck.
