Get a custom RX480. Why? Cause the RX480s when OCed will perform almost like a GTX980 stock.
AMD's better support for DX12 is amazing and oh, Vulkan too. Many people will recommend you the GTX 1060 but I doubt it'll be any better; price, performance and availability wise too.

Yes your PSU is more than enough.

Not everyone can afford to spend $1,000 or more on a graphics card. So what if it's last gen? I have a 4gb nvidia gt 730 and it works pretty well and only cost me $55.

A GTX1060 MSRP is $250, it betters a GTX 970 and comes pretty close to a GTX980. Do you see the performance jump? Plus more efficiency, more features for future-proofing and upcoming technologies. He could also wait for a GTX1050 which would pretty much destroy a GTX960.

But since he lives in a place(which i did not know off at the time of me writing my post) which has unfair prices, he can get whatever gives him the best deal out of his money.

I really think you would be better off with the RX 480. Why? So far it's shown that it's unbeatable when it comes to price vs performance, it's basically a bargain and you would be able to run any current game on high settings with it, where as the GTX 950 and 960 not so much. Even the GTX 970 struggles sometimes (I own one myself.) And the RX 480 is both cheaper and more powerful than a 970.
So may I ask, do you have any specific reasons for not wanting an AMD card? They are a lot better these days driver wise than they used to be if that's your concern. Personally, I'm stuck with Nvidia since I have a 3D Vision monitor.

Never heard of it, but it should be good. There aren't any big differences between the brands anyway, just slightly different cooler design.
