get a custom ROM. if my tablet had any (especially AOSP, Lineage or Resurrection Remix), I would've already got one.

IIRC, Split screen should work with all apps on Nougat. It's just that some apps look really bad if they aren't updated.

nope, apps can turn it off. you can force it though, through the developer options, but forced apps pause themselves completely when they lose focus, which is fucking bullshit.

I have to admit, this is one of the main reasons why I'm currently attempting to create a custom lineageOS build for my tablet. It has Android 5.1 and ew I want 7.
