I have been studying and testing with cemu's new online capability. and i say its pretty good.
Indeed can you play with other wii u owners but it is also possible to play with other cemu players as well,
As for super smash bros wii u without dumping mii data you will have a unknown Japanese name instead of your name and you will have a white square in mii box instead of your Mii, also if you were to try to use a mii character it would not show the mii's head.

real wii U owners will see you as the generic stock male or female Mii if you did not dump your mii data along with the other required files. Also if you are playing against a player who is on cemu without the mii data it will also show them as ether the stock mii or glitch and display the last players mii you have played against online.
currently the only way to play against/with a friend are to try and randomly join 1v1 for glory over and over due the the friends list not working yet. The input latency is kept to a minimum with good internet (in my opinion far better then wii u vs wii u).
Some stages just tend to cause FPS drops and cause the game to play at half speed (30FPS), currently unknown why and happens on both parties side.
sometimes matchmaking is unstable, before match a black screen happens on one party's side results in connection fail or you will fight a cpu of your opponent.

(Update) As for Xenoblade Chronicles X online functionalty is enabled by dumping additional parts of the Storage_mcl and placing it in the correct cemu variant folder

Mario maker can search for levels but clicking them crashes cemu

So I know how to dump my otp.bin, and that should allow basic online services. How would I dump my mii data for smash and the storage_mcl folder for Xenoblade?

just dump your storage_mlc and merge your usr folder from your wii u with the one from cemu. so its

(Wii u nand )storage_mlc\usr\ ----> \CEMU\mlc01\usr

WARNING! if you have games on your sysnand on your wii u and not on a hard drive you might not want to dump all of your data because that will take a while and waste space on your pc. i think all you need is the save folder from inside the usr folder (BACKUP CEMU SAVES FIRST!!!) because cemu now keeps saves in there so backup your folder first then merge and copy back over your saves

I figured. I keep alot of games on sysnand, so I figured not all of it was necessary. Thank you. Also, if my Xenoblade save is on my usb flash drive, would that matter? And also how would I dump mii data for smash 4?

if you mean its a wii u formatted usb then you would need to ftp to the folder Storage_usb\ with that usb plugged in and look for the save folder.

and all mii data smash 4 included is also inside that storage_mlc\usr folder,
