Hacking My DLC for "Etrian Odyssey 2 Untold" stopped working

I can't think up a good reason why. The game gives me the "loading DLC..." message on startup. All the DLC for my other games works perfectly fine
The DLC for 2 Untold has worked fine for as long as I have remembered. After a period of not playing, I began a New Game+ file and noticed that none of the DLC content (new class, new class portraits, and quests) appears in-game. Redownloading the content doesn't have any effect.
I recently went from having just Luma and A9LH to having that B9S thing. Could that be a possible reason?

I would remove the DLC and make sure you are also removing their tickets and try again. Are you getting these from Freeshop or the eshop?

The DLC is from Freeshop.
I've deleted the DLC, used tkSweep to clear unused tickets, and redownloaded the DLC, and it still didn't work. Part of me wants to think this is a bug with the game. It's the only game, legitimate copy or not, I've had this issue with.

luma v8.0 has a bug with region settings that breaks dlc for out of region games. go here and try the boot.zip provided by TuxSH near the bottom of the page.
