Modded Wii, USB Loader GX to black screen when loading games

I believe my Wii was modded previously, but any and all attempts to get game backups to load from USB Loader GX have loaded to a blank screen. I know for sure that my USB is correct as it worked on my previous Wii. I have tried to change the IOS game loader from 244, 248,249,250,251 without any luck. Sometimes I get a message that I need to eject a disc but there is no disc inserted.

Yes, like I said it works on my other Wii. I'm going to try restoring from NAND backup and start over.

Edit: Perhaps not, I don't have a boot2 option.

I repaired my other Wii (hardware issue) and booted the flash drive with my games with 0 issue and 0 modification
