Homebrew MKII Cheats?!

I am uing Snes9xGx to emulate Mortal Kombat II (V1.1 (E)).
I found a cheat file for it here
I can get to the cheat menu, and then I try to put the one-hit kill.
I battle the first character, and moves deal NORMAL damage!
Am I doing something wrong?
I put the .cht file into the cheats folder, and everything seems to be in order!

BTW I tried to do it on NDS, but I couldn't.
I even tried snespatch, but that didn't help either.

assuming the cheat works, i would assume you are using the wrong region rom. seeing as you are american i would guess you are using a ntsc dump (U) and you are using a cheat file for a pal (E) game. if you have the right region my next guess would be you have the wrong version of the pal copy as it states this cheat is for the 1.1 version, only other thing i might as well point out is know the cht file has to have the exact same name as the rom?
