Gaming GBA Mew and Deoxys in GBA debug save files

Hi,

Apologies if this has been asked before.

I downloaded the debug version of Emerald and have been generating some Pokemon via the "create" option on the debug menu. It works fine and the Pokemon created this way are functionally legal except for Deoxys and Mew, which cannot be traded. I'm unsure why this is.

For the first pair I generated, I gave them the correct met location (Birth Island/Faraway Island respectively, aka location index 200 and 201, met at level 30) but these were unable to be traded. So I generated another pair and listed their met data as "fateful encounter" (location index 255), but this also did not work.

Does anyone know what I need to do differently to make them legal?

for future reference: there is an actual fateful encounter flag, separate from the fateful encounter location. the debug version might not have the option to set that flag though

it used to be known as the "obedience" flag back in the days, because it was only ever used for mew and deoxys, who would refuse to ever obey if the flag wasn't set (and also prevented trading them), but in emerald they also gave the flag to lugia/ho-oh from navel rock, and latias/latios from southern island, plus the same flag was used in later games for most event distributions. so people stopped calling it that

a non-japanese mew won't be legal, but the game doesnt care about the internet's definition of legality. that's not going to be a problem
