It's one of two problems.

1) Your .net Framework is not 3.5 SP1.
2) Your rom is not the same as what the patch is for, this means that it's not the exact HG or SS that Magnius has used for the patch itself.

Yep all I can tell you is look for a Soul Silver rom dumped by Xenophobia. Can't give you any links, but I can tell you that.

i typed in pokemon soul silver dumped rom from xenophobia and i didnt get anything that even resembles nds roms. i tried patching with a clean rom but it just came up with 0 bytes file
