Hacking M3 Simply can't load cheats

Specifically with The World Ends With You (US), the 'cheat' option isn't there like it is for all the other games.
I'm using the 1.14 firmware, and I even tried using the r4's 1.18 patched to run on an M3 but still nothing.
Any ideas?
