You can install the Homebrew Launcher CIA by Yellows8, you can find it on 3DS Homebrew and Emulation here.
You can't install FBI/NASA to H&S without a PC AFAIK.
And yes, you need the boot.3dsx to open the Homebrew Launcher.

Well, redownload the starter pack, delete any OTHERROPBIN or something like that file that you might have on the root of your SD card. Are you trying to run the Homebrew Launcher from what entrypoint?

And then you replaced the boot.3dsx with the one from AuReiNAND... well, that explains why you can't boot Homebrew Launcher. You'll need a Boot Manager like CTR9BootManager or payload editing so MenuHax loads AuReiNAND while keeping the boot.3dsx as the Homebrew Launcher.
