The software was for sale on the eShop while it was available. I think there is (or was) also game cards for sale at the Louvre.
Correct. The Louvre tour software was available in Europe on the eShop. You can also buy gamecards from the Louvre, but they are very rare.

What's even more rare are the Louvre 3DS consoles that use not the retail cartridge; rather, a dongle of some kind that tries to communicate to a server within the Louvre building in order to boot the software.

At this point I expect they have a smartphone app that offers all of the same functionality.
my phone has negative storage and begs for death. what's the point in having it on your phone when you can carry around a modded-to-the-nines ds to flex on everyone?

i looked up the price for renting one of those 3dses they have, and it's only €6 (according to google) and honestly if that kind of thing were anywhere else it would be an easy 30/40 quid

Fact is, even a used five-year-old phone is likely to have vastly superior specs compared to a 3DS. It's almost certainly going to have much better resolution.

Is that information recent? I'm surprised they're still supporting it. They probably have to replace them regularly, and they can't keep doing that forever.
