Xiaomi give really good bang for your buck, hard to beat.
Not all of their phones support European phone networks, but I know at least those two should. And they have Snapdragon 835 and 845 respectively, at around the price you specified, and should fit all the other criteria. No MicroSD slot, but you didn't specify that you wanted one.
The one to go for would probably be the 2S with 6GB RAM and 128GB storage, which seems to cost less than $400 shipping included if you buy from the right seller. Global Version/Global ROM I believe is just a way to say it has google apps included, as China had a thing (and seems like they still do?) where Google apps were banned so phones sold domestically couldn't include them.
There is a 256GB version with 8GB RAM as well, but it will probably cost more than $400. Might be worth it for the extra storage though.
And, as always with sites like AliExpress and eBay, make sure you buy from a seller with good feedback.
BTW, if you have never heard of Xiaomi and are skeptical, they are just like Huawei only lesser known and lower price (but not lower quality)
In Asia they are actually huge. They make all sorts of tech products, ranging from home automation and smart devices to routers to powerbanks and phones. They are just not as well known in the rest of the world, but that is slowly changing.
