I don't think that is clearly prohibited by the forum rules, but, in a way, you are giving information on how to get ROMs. It would be the same as saying "search for x word in Google and click the second link". You are not giving the direct link to the site, but you are pointing to its exact location.
On the other hand, GBATemps gives you everything you need to find your ROMs. Just look at the filename... dead easy.
