30, but resolution is gonna be too low.
These frequencies are only for a stable 30fps (I think). This is a very demanding mod, i recommend to play at maximum freq, or at least on 768MHz in handheld.

1.0.3 seems to bring some QoL features:

Yes, you must. This is not a first game and not the last that is doing this shit because of physical release - removing content to fit game on cartridge and require downloading update to finish game.

The Japanese release uses a 32gb cartridge

Wolfenstein II New Colossus pulled this this bullshit. And right at the most brick-shitting moment in the game too, leaving me hanging... Because back then there wasn't any easy way to obtain game update files... So I had to wait.
