Lets say I have a legal copy of a game for PS2, but I want to play it on my PC.

Would it be legal in any since for me to download the game with a keygen for PC?

Nope, never has been and never will be, even if you would own the game for the PC and it's broken in whatever way, it isn't.

No. Even if a copyrighted disc image is btye-for-btye identical to one you own an original of, downloading from sources not authorized by the manufacturer is still technically illegal.
