ehhhhh, one with a lot of ram if she intends to use over a dozen of layers when editing perhaps, ther than that you don't need anything special
some simple rules for buying a LAPTOP
BIGGEST HARD DRIVE your budget can stretch to as images in HI RESOLUTION pngs can consume vast amounts of hd space!
FAST DUAL CORE PROCESSOR so it can process the images quickly...
again with the budget get as much RAM in it as you can stretch to at least 2gb or more!
remember ...vista home premium takes up/needs 1gb just for its OS so you need plenty extra to play around with ...
finally again budget allowing ...get one that has a dedicated graphics/processor chipset this will also speed up any processing too
oh and maby good resolution screen 17 inch or more images are best worked on at hi res
Mobile (and usable) photoshop isn't going to be cheap.

It can be done, the hp tx series. not too expensive , got everything you need, runs photoshop just fine and in tablet mode you can edit with the pen
just buy a macbook pro.
