Yeah, it is annoying. The lack of social features is most noticeable when you're trying to play a game with a buddy but...well, there's no real way to hook up with them unless you first get on the Internet and contact them. It kind of defeats the whole purpose of friend play in games like Mercs 3D. It would be so much simpler (like on PS3/360) to just message a buddy if they're online and invite them into your game.
If I had to guess, though, I'd say Nintendo are simply sticking with what has been their niche for many years: selling the perception to parents that Nintendo systems are safe havens for children. And Nintendo has been very successful in selling that perception. We might not like it as older gamers who want those other features, but then, we're not the ones they're truly marketing to.
