after that flash back cn sysnand

Yeap. My 3DS also have those black icons. I create a folder to hide them.

You would need to install the target region's operating system (via sysupdater or any cia manager) before those steps!

If you only want to change the emunand's region, that would be OK!
If you want to change sysnand region, your 3ds would brick.

because kor systems don't have a 9.2 for menuhax - hence no coldboot
hence the reco region change to U firmware so you can have 9.2hax

yes you can flash a secureinfo_a from a different region and not brick. this has been verified and confirmed to work. basically you're making your 4.x kor to 4.xU and then upgrade to 9.2U

btw in this case, they don't need hblauncher, just need arm9 rop for emunand9, decrypt9wip and launch emunand.
kor 9.0 firm already can use dukesrg rop via internet browser, it can launch arm9 code binaries.

probably, can work directly overwrite region changed 9.2u emunand to sysnand without downgrade 4.x.

afaik the ctrtransfer does not fix the secureinfo
you have a brief time to do this
1. ctrtransfer the region of your choice.
2. patch/edit the secureinfo AFTER - DO NOT REBOOT your 3DS

hence you might brick possibility

what I suggest is that you
1. go to 9.2 by the usual means, install the 9.2cia files of the region of your choice
--.01 chance to brick since you only installed the cia files - you can reboot and STILL be on your current region
2. patch the secureinfo to the region of your choice
3. reboot, you will be welcomed with the 9.2 of the region of your choice

6. ctrt 9.2 of the region of your choice // don't use your nandmin because it contains your old region files,
