Paid bug bounties are nothing new (black market and legit) but I must admit I rarely hear of them for services like these.

For all intents and purposes, those competitions are the cheaper way of securing your site. The bounty is nothing in comparison to what you'd have to pay to "professional security experts" to have them check your system and suggest improvements and it's vastly more effective, too. Why do you think tech companies hire "cyber ex-convicts" like Kevin Mitnick? Nobody knows the baker's trade better than a baker, nobody knows cyber security better than a hacker.

This also encourages people who aren't necessarily pro to look at for problem from their own perspective.
Also, it encourages the fixing of bugs rather than the abuse. No abusable bug is worth more than $10000, I'll tell you that much.

Not to mention there can only be a limited number of winners. More exploits may be found but they only have to pay one

At least he is covering his own ass by taking down files that might be infringing on copyright. And getting people to hack the site as a method of improving security, while it may seem unconventional, is actually a pretty smart and affordable way of doing business. Also, not all security firms can clearly prevent your site from being hacked, because if someone is determined to hack it, they will hack it.
