Try this: switch off 3ds>remove sd card>switch on 3ds without sd card inserted

If that doesn't work (it should), boot into recovery mode

Also check if you have a corrupted SD card

If everything else failed, yes. Keep in mind you'll need CN or OoT with an already hacked 3DS or Powersaves.
