No, you can not only install Henkaku which will allow you to run emulators, but 3.65 is also the last firmware to support Enso which makes it a persistent hack (won't need to re-run Henkaku upon every reboot).

If you're talking about the version table then yes, click the "Installing h-encore" link under 3.65-3.68. H-encore is just a means to install Henkaku.

No, you cannot downgrade the vita. Devs have made attempts at it before, but it resulted in a brick.
If you update from 3.65 to 3.67 or 3.68 then there will be no way to get back to 3.65 without purchasing another vita.

Unless you meant revert back to 3.65 from a 3.65 enso installation. In which case yes, you can uninstall enso to stock 3.65.
