Not currently, 9.5 is the highest and quite frankly you don't need to go any higher since all roms currently work

Because the N3DS uses a new encryption for firmware on 9.6 and higher that nobody has released a public exploit for yet (apparently some people do, according to 3dbrew, but you know how that goes, we'll never see it without a leak or independent release).

My crystal ball says it's available in private groups (don't bother asking I won't tell) and is being held onto due to it holding more information than just a simple emunand update. Since currently there is no need for 9.6+ it shall stay private till nintendo blocks some more of the entry points that have been found up to 10.1 and some even on the latest version for other nifty things

One more thing, if you do get a Sky3DS, keep it handy, it's a useful tool (easy access to Cubic Ninja, Smash Bros, OoT3D, all of which can be used as hax entrypoints, and if a kernel exploit ever comes out for anything higher than 9.2, then you can easily use it to update your Japanese N3DS to something higher that's on 9.x-10.1 for themehax, and be able to autoboot CFW).
