Catching Victini was the hardest pkmn yet to catch!

Really? I caught it with the second Premier Ball I threw.

Besides, it's pretty much impossible for it to be hard to catch as it is only at Lv15.

When I went there all my pkmn were on lvl 39, so I kept killing it the moment I attacked, then it wouldn't stay in
the Ultra ball.

BTW Kyurem is lvl 75 when you battle it. i just caught it its the ice and dragon legendary
