i doubt it was opened and updated, since it would have been 11.0.
i mean, newer consoles do have newer fw, it's not crazy

Instead of bundling the two games together, they should do a Fire Emblem and include both games in a single cartridge with the feature to trade Pokemons between the games freely without a second 3DS.
