ISO Patching could be a lot of different stuff. There are decryption, IOS Version Patching and video mode patches for example. So you have to explain what do you plan to patch in which way and why do you think this is necessary?
Look at the compatibility list for DBZ:BT3 and Blast Works, and notice how both of them don't work as 1:1. I need whatever program to use to make everything work OK.
