Hacking ISO not converting to WBFS

I recently downloaded an ISO and like I normally do, I drag it to wbfs_file.exe to convert it to a wbfs so I can put it on my hard drive.
But for some reason this particular ISO will create a 2mb 'wbfs.tmp' file.

Does anyone have any idea why this won't convert and how I could possibly get it to?

Also, I my hard drive is not FAT32 formatted so I can't use any program that needs it to be.

Download Wii Backup Manager, that should convert it correctly.
If that doesn't work maybe you downloaded a bad dump or something.
