It's not that simple, most anime fans and otaku enjoy anime when it's aired on TV and having anime air on TV lets fans decide what anime is good and what sucks and if it's good they'll buy DVDs/BD and other merchandise such as figures, if most anime is thrown in the adult area you will never be able to decide and quality control will also suffer. Not to mention the advertising, a lot of that is banworthy according to Ishihara, magazines such as Dengeki G's which is a fanservice laden anime/manga magazine will go out of business fast.

IE: it doesn't really change THAT much, except TV aired anime?

It covers all anime, manga and video games with violence and/or sexuality (remember this is Ishihara's doing and you must prepare for the worst), and things can literally get banned especially Yaoi and Yuri.

Overdramatic and Unnecessary

No hentai will be banned unless it's Yaoi or Yuri. This ban is for anime that can air on TV, manga (non-hentai), and video games anything that can be sold at a normal store or air on TV.
