Homebrew Is writing a rom to an Angry Birds Star Wars cartridge possible?

Ok so i was looking at my angry birds star wars cartridge file and i saw this when i went to:
[C:] Gamecart -> 00040000000F2200_v00.3ds -> Show File Info

I noticed that read-only was unchecked. does that mean i can write a rom onto it?

This is probably a stupid question i just want to know

Cartridges cannot have ROM flashed to them without tools (and even then, I'm 97% sure it's impossible unless the cartridge is empty). The reason it isn't read only is because the only thing that can be flashed to the cartridge is save data. There's a specific portion of the ROM that is save data, and can be flashed. Unfortunately, you cannot flash anything other than a save onto it.
If you say "What about update data?", update data is stored on the NAND drive/SD Card installation area and is patched in alongside the game.

the cartridges rom is like dvds or cd you got the redugar ones and then you got the RW(rewritable) ones so nintendo uses the regular ones which means once its writen its written, you cant write over it or replace it it just goes one way like burning a dvd, you cant burn another thing over it if its not a rewritable dvd.

The file info you are seeing are FAT filesystem attributes (plus virtual).
On your SD card, "read-only", "archive", "system", and "hidden" are all properties files can have.

Because this is a "virtual" file, it's not a real file on a FAT filesystem so it doesn't actually have any of these other properties.
