it takes 2 minutes to open up an email, but normal internet is fine 0_o

That's nothing. Hotmail eats more attachments for breakfast than anyone else. If speed's been your only concern with Hotmail you're lucky.

Windows Live mail over here is working okay

Try using a different browser (like Opera or something) and see if it lags there too
