Considering that there's plugins that can remap inputs and do macros, I assume there's a way to replay inputs via a plugin.
But I'm not aware of any that exist, since making the inputs is the issue (outside of emulation). Plugins can save state and load state in PSP games, but it'd likely be terrible to make a variant of that for TASing.
