Is there any way to run iso on old 3ds xl with cfw?

What ISO?
ISO is just a generic term for an image copy of an optical disc. An ISO is not an executable file.

If you refer to emulating games from disc based consoles the answer is probably no. Even the new 3DS series struggles with emulating PlayStation 1 games.

ISO is not a format supported by the 3DS.
