Hacking Is there any way to create a developer account for free in 2020 ?

Hello,
I want to create an account to publish my games (free) and sideload apps on my Xbox One, but I haven't any credit card, just Paypal, so I can't pay me a developer account. (Paypal is not available when I register)
I saw that some people got a code for free in Microsoft Dev Essentials, but I haven't any way in my Microsoft dev essentials, probably because I'm french.
So my question is : Is there any way to create a developer account for free or a school website that is enrolled to Microsoft Imagine ?

free devmode is periodical, when i did it i just looked on youtube, tbh i don't even remember the steps, iirc you have to catch it at the right time otherwise it's a paid service, when i did it they gave me free developer mode access until like 2065, at which I will be almost 70

Yeah no not currently. It used to be the case that if you had a .edu email you could but it's $19 now.
