As you may have read i was talking on a 3ds i am searching way like hex editor or other way directly accesible on a hacked 3ds thanks to!I had the same issue. I found a thread talking about this. You need a decompiler to change the ID from the files, then recompile the cia. I did it, and the app installed successfully but wasn't booting (it gave an error, no crash dumps possible). But the ID changed, so mabe with other homebrew programs/games it will work properly. How I solved the problem? I just booted one of the two games from 3dsx, so I could install the cia for the other one.
