Is there any way to actually use a save file dump from retail cart to cia?

I used svdt to dump my game cart save. Can I put that somewhere or use something to actually be able to access the save file on my cia version of the game?

    Yes.

Both your cart save (if it was dumped with svdt/SDF) and your .cia save will look exactly the same after exporting them, so make note of that. It's just a case of overwriting files and re-importing.

Start the .cia game, and make a save file. Any progress in the file will do, you just need a save file in motion to export and re-import.
Open svdt/SDF, and extract the .cia save.
Take your SD Card out or use SD Management.cia to get your extracted .cia file
Open up to the furthest directory with your raw files in it
Replace them with the files in your game cart save
Re-import the new savefile with svdt/SDF back into your .cia game.

    Profit.

There is more information on how to do this, as well as methods on transferring savedata files in between the various formats of 3ds games.

You should check it out, it has some awesome information.
