I haven't played Type-0 myself, but as I've said, I've heard very good things about it's combat, so I'd say yes. One reviewer was actually comparing it to the combat in Bayonetta (which is known for having incredible combat)

Well wind waker hd is technically an action game, and castlevenia is more of platformer than act

First of all, 'act' is not the goddamn abbreviation of action. Wtf is this lazy shit, it's 3 more damn letters and people wont have to gouge their eyes out reading your posts.

Zelda games are awful action combat games. Mind numbingly simplistic. I love 'em, but the combat is pretty dull. Spin to win baby.

Darksiders is considered a very "zelda-ish" game, but it's only on good systems (PS3/360/PC)
You wont find a whole lot of good action games on Wii U or DS. WII U has Bayonetta 1 and 2 going for it, that's all I can think of. Wii has The Last Story which is solid and Xenoblade which is...alright. I didn't like it though.
DS doesn't have much in the way of 3D action games akin to Zelda. Plenty of solid 2d/topdown action games though.

Other than that, games that are strictly similar to Zelda games... I really can't think of any more. Just other zelda games. Plenty of BETTER action games, but with only "DS and Wii U" to go off of, there's not much selection unless you've got something else to play on.

I actually agree with Hells Malice for a change. I don't feel like guessing whether 'act' is supposed to be 'active' or 'action', what you define as an RPG or how you just seem to 'order' a game that is as good as (debatable) the best game ever made. So I'll just sink to your level and answer with my own made up abbreviations of the most AWESOME RPG's that put ocarina of time to shame when it comes to their brilliantly defined "act level combat":
