If there did, why would anybody pay for 3G?

I'm not fully sure how cellure network work but I'm pretty sure it works like this:

You buy a SIM with a plan. And that plan is registered to your SIM card somehow by maybe a key or some sort of chip. The iPhone connects to the cell tower and the tower reads your plan and gives what you pay for...

So I don't think so

Well, if there's open Wi-Fi you can use that for free...

But I don't see a way to get 3G without paying for it, sorry.

Unless it's free for that device (like the Kindle)
