If you have shitty internet the lag will be really bad, but if your internet is good, the lag won't be nearly as bad. It won't be completely lag free but good internet definitely makes a difference.

the ntr plugin runs on the internet 3ds and the ntr program are connected via internet so if you have a fast internet you can stream faster than if you have a slower internet connection

It's not based on internet, but rather your internal network speed, or simply the connection from your 3ds to your computer. internet speed involves your connection to outside networks, and is not really related to your internal network speeds.

But yes, your network speed can make the stream worse if it's slow, but the new 3ds hardware can also be a limiting factor in how many fps you get.
