Hacking Is there a way to disable Child Online Privacy Protection withput calling Nintendo?

My friend 3DS is on 11.3 without A9LH.

Her console stuck on disabling Child Online Privacy Protection in Parental Control Setting, like this.

Clear Parental Control Settings is not help. That option still enable.
When she contuine with second option ("Restart Confirmation").
She entered her birthday, Signature, e-mail.
And she got this:

Hello, Thank you for your Nintendo 3DS parent/guardian submission. Unfortunately, the signature provided could not be authenticated. Please follow the steps below and complete the parent/guardian confirmation process again. [Resubmit from the System Settings on the Nintendo 3DS system.]

Because she can't speak English well, Is there a way to fix this without calling Nintendo?
Is System Format work? I have OOT3D cart so I think I can run arm11 homebrew.

Ahh, I thought you were trying to get into it.

A system format should do the trick, and use this afterwords to get A9LH, an excellent exploit that allows you to save your console if it ever bricks and you can also use Freeshop to get free games.

have you tried booting into recovery mode? hold A+R+L+Up(DPad) on boot. also, you should use soundhax for homebrew

She's on the light side of the force, and she want her console to be as clean as possible.
So even 11.3 can install A9LH or I'm telling her A9LH can be install without involve in pirating, she will never do it.

Since System format means I have to use JKSM + OOT3DS to back up her saves on all EShop Bought Games.
I want to make sure that System format will really fix it. So I don't wasting my time without achieving anything.

Yeah, I can call Nintendo for her, but my English is also not that great (US English always too fast for me to listen).
So, I want to know the other way before if it's exist.

Her console isn't with me right now, she only send me the info to help me able to create this thread.
And, I think she doesn't have problem access recovery mode though.
She can format her console now. What we need is the answer that System format is the solution or not.

You should try to remove the parental code, then doing it again. Just to see if that fixes it... Idk I haven't had this problem before, so I can't help much. Sorry! ;-;

She remove and readd parental control (if this is what you mean) atleast 4 time already.
Eventhough parental control is disable, the system still act like Child Online Privacy Protection is enable.

I've seen a few reports of people saying that a format was enough to fix it when entering a birthday of an age over 13. Though, I've also seen people say you CAN'T format while the lock is in place (what would be the point if the kid could just reset the system to bypass the restriction?) So that's really up to you. As far as the signature thing goes, if you can't authenticate it to get them to send you the e-mail with the unlock code, then your only recourse is to open a ticket with Nintendo online. You can use the online chat function after opening a ticket to talk to someone and they will help provide a code to unlock your console if your information matches.

You can also just call, the numbers are toll free. I'm sure TWN can just call NOJ and have it fixed. Best of luck to you!

Our country never have official Nintendo suplier. Only Sony, while Microsoft won't sell their Xbox here (They only sell Software + Surface in Thailand).
Every Nintendo console here can be assume that they won't have warranty (unless we fly to the location where the console bought).
