CIA is a container, it's not something you convert. That being said, you can use ctrtool to extract it into a cxi, and then from there, get the exefs, romfs, and exheader from the cxi. Or grab Asia81's hackpack maybe, if you'd prefer batch scripts that walk you through it.

decrypt it first, if it's a clean cia.

then you can use Asia81's hackpack to decompress the decrypted cia.

Sorry for the repition just wanted to clarify so

    1) Decrypt Cia (if its a clean one)
    2) Then use Asia*1's hackpack to decompress

How d i determine if it is a clean cia?

the hackpack can not decrypt a clean cia. take it as "shelled" apk file for android.... you have to take off the shell first
