I have been using cheats. And some games have a much bigger variety of cheats for older versions of a particular game. I was wondering if there is a utility or website that houses all versions of a games update history.

Not really, I noticed that some pirates just delete the old update from their file hosting whenever they have a new one.
Maybe torrents might be your best bet.
