Looks like the new hats aren't earned from any one game. I got the bundle on one machine, earned 6 vouchers, and bought 4 hats since that was all that was available at that time.

Yeah it gives you the opportunity to earn 4 hats a day. Turns out there are 88 hats in total with each game giving you 22 tickets a piece.

All I need now is some sort of comprehensive guide especially for that plant game. So damn confusing.

I haven't seen a list of the hats/costumes available.
As far as getting the 22 vouchers from each game, there is an achievement list in each title.
