Is there a good reverse engineering tool for GBA games, like Wii Scrubber for Wii games?

    If you mean tool to get at the individual files in the ROM then not for commercial games. There are some tools for known games (pokemon, golden sun, advance wars, fire emblem and a bit more besides), some tools that can extract the GBA "sappy" audio format ( and some of the fire emblem stuff), some tools that can search for compression (I have a bunch in my hacking docs which are linked in my signature) and so forth.

    Generally though GBA games are all packed into one big file and then referenced however it will, this means you have to manually hunt through things to get what you want. If you are just ripping assets, music and whatever else then you can also use an emulator.
