Hacking Is the Gateway 3DS cartridge and save game back up region free?

I'm planning to import some Japanese games to use with Powersaves, and then dump the ROMs and modified game saves to emunand on my US 3DS so I can install updates and DLC. Does anyone know if this will work, or do I need a Japanese 3DS for Gateway to read the cartridges?

ps won't work with jp cartridge.....
and what u trying to do is totally wasting money...
