Is the A Link to the Past redux patch still being worked on?

It seems like it might be. There have been 4 commits since the latest release but the last one was 3 months ago. I'd rather wait until the final version is released before playing it. If the latest release is the final release then I'll play it now.

Right now I don't have any plans
The only other thing I could think about adding could be extra dungeon from the GBA port, but my abilities are way under the threshold to make that possible, so I thi k there's not much I could implement further into ALttP Redux

I assume you're referring to the last 4 commits starting from June?
First three are exclusively organizational stuff, nothing to do with actual changes in the romhack.
The very last one was a change requested by the person in charge of the Retranslation hack, I simply implemented the change he requested.
Main Redux wasn't changed at all.
