Planning to get a download code for it on my new 2ds xl on 11.6 for a secondary exploit. Is it still working?

Yes, for old versions of the game (which may or may not be still downloadable anymore)

And an ntrboot flashcard is cheaper and does more...

Got it. It came with 1.0.1 which is supported. Do you know a simple way to do this on windows?

No, the prerequisites are pretty clear - you need Linux (even if you cheat with a VM and usb passthrough - still extra complexity that may go wrong) and a compatible wireless card
