If that's all it is, as in .cia/.csu files, it's nothing special to me. The SDK is the whole package, not just those.

DevMan 7.1/SaveDataFiler 7.1 would be interesting to use. Too bad they likely don't exist in the wild. I've googled this and found nothing. The twitter user is likely bulls***ing.
