Hardware Is my Laptop really that bad?

I'm really very concerned about this. My laptop plays all videos up to 1080p just fine. But when I try to play a video file that is 720p 60 FPS or 1080p 60 FPS, it just flickers, the frames skip and video basically becomes unplayable. But it does run smoothly for a 30 seconds or so. My laptop doesn't get overheated, and CPU usage is just 30%. RAM is about 40-50% used. And everything else in Task Manager just seems normal. I remember when I had Windows 8 installed a year ago, I used to face the same problem, but a built in app called "Video" used to just play it fine (yes 1080p 60 FPS video). On Windows 10, I've tried all of the following players:
1. Windows Media Player
2. Movies & TV
3. Photos (the built in app, can play video it seems)
4. VLC Media Player (Desktop App)
5. VLC for Windows Store

On VLC Media Player (Desktop App) I've tried changing settings to allow more CPU, GPU and Memory usage to play the video properly, but yet it doesn't play fine.

Worse, in my browsers, YouTube videos at 720p60 & 1080p60 will be stuck on just 1 single frame for the entire video (though 720p 30 FPS and 1080p 30 FPS play fine). I found out that Hardware Acceleration could cause problems so I disabled that as well. Tested on Firefox, Chrome, Internet Explorer & Microsoft Edge - result is same for all. Once hardware acceleration is disabled, the issue is the same as mentioned in the first paragraph (i.e. the same problems as with playing offline video files).

Also, I'm not sure whether my laptop Specs are bad, but my old phone with a dual-core @1.8 GHz can play 720p 60 FPS & 1080p 60 FPS Videos (both offline video files and YouTube Videos) just fine. And just to mention, my phone only had 2 GB RAM (1.5 GB available).

And to compare, these are my laptop specs:
Processor: AMD A4-4300M APU with Radeon(tm) HD Graphics @ 2.50 GHz (Dual-Core)
Installed Memory (RAM): 4.00 GB (2.74 GB usable)
System Type: 32-bit Operating System, x64 based processor

Also, I'm clarifying that the 32-bit OS 64-bit processor is not the problem; I had Windows 10 (and 8, 8.1) 64-Bit before this and still faced this issue.

Please tell me what's wrong with my laptop. Or do I need to upgrade the hardware?

Ah I got my mistake, I had never updated my Video Drivers! I first upgraded to 64-Bit Windows 10 Version 1703 (Build 15063.138) and then updated my Video Drivers (which was getting old). I then noticed a significant improvement (720p60 Videos on YouTube play just fine with minor performance drops and offline 1080p60 videos play flawlessly - only ever had 4-5 dropped frames!). Great improvement!
