Is it a mod for the original quake? Because if it is, I think that it could be done but I am not sure. Probably no online though.

The original Team Fortress is a mod of Quake.

Team Fortress Classic is a mod for Half-Life.

And even if it has no online, bots can be added.

Because Valve has not released the source code for any of its games, then Team Fortress Classic is a no.
