Hacking is it safe to delete cios 249?

Having it installed shouldn't affect anything unless your foolish enough to set the system menu to that IOS.

Now, deleting it really is pointless even if your switching to Hermes cIOS stuff, they install on different slots and take almost no room.

will my wii settings reappear then?

installing wii system menu will put stubbed ios 60 (or delete homebrew) ????

cIOS249 doesn't seem to be the problem, so don't delete it.
What error does preloader give you when you try to install it?
Is it -1017?

Have you tried region-changing your wii at all?

You are going to have to give more information if you expect anyone to be able to help you. What were you doing before your Wii screwed up? What kinds of things have you installed? (and so on)

If you're getting the "Cannot read ticket" error from preloader, you need to install v0.29 first and then run the 0.30 rev 4 installer.
